Obama to call for end to NSA data collection

US President Barack Obama is set to ask Congress to end the mass collection of phone records by the NSA. Under the proposals, phone records will remain with telecommunications companies, and only accessed by the government when needed. Last year, whistleblower Edward Snowden exposed the US' data gathering operation. Al Jazeera's Alan Fisher reports from Washington DC.
