Victorian authorities have conceded the state won't completely crush the Delta variant with most restrictions to remain in place until 70% of people have had their first vaccine dose. Infectious diseases expert Brendan Crabb from the Burnet Institute says achieving COVID-zero with Delta is difficult but not impossible.
