Angara leads inauguration of Alternative Learning Center in Bicol
Education Secretary Sonny Angara leads the inauguration of the country’s first Alternative Learning System Community Learning Center (ALS-CLC) at Tabaco National High School, known as Bicol's biggest public school, on Aug. 28, 2025. The P12.9 million (ALS-CLC) is equipped with laptops, tablets, and a mini library that will provide a permanent space for learners out-of-school youth, adults, including children with special conditions. The building was funded by the Marcos administration through the Department of Education to provide a permanent space for 'out-of-school youth,' including adults who are pursuing their studies through the ALS. Angara said that the facility was an upskilling initiative pushed by President Ferdinand Marcos Jr. for the country’s education. When asked by The Manila Times how many out of school youth Filipinos go back to school through the ALS, Angara said about 100,000 Filipinos. This school year, the Department of Education in Bicol recorded at least 1,618,436 total enrollment, including ALS students. Out of 1,618,436 enrollees for school year 2025-2026, there are 827,917 male and 790,519 female. Of these, 7,740 are ALS learners.
