The Interior Department ordered Orsted to halt construction on the Revolution Wind project off Rhode Island and Connecticut on Aug. 22. Orsted and Skyborn Renewables sued the Interior Department in federal court to lift the stop-work order, arguing it was arbitrary, unlawful, and issued in bad faith. A federal judge granted Orsted a temporary injunction, ruling the company was likely to succeed in its case and would suffer irreparable harm if construction remained halted. Trump has opposed offshore wind since banning new leases on his first day in office, though the industry hoped fully permitted projects under construction could continue.
