China Tightens Controls on Rare Earth Tech, Cooperation and Exports

China's commerce ministry has ordered new limits on processing tech, overseas cooperation and exports to certain types of firms on top of controls announced back in April. China has a near-monopoly on rare earth processing going back to the 1980s.
